Whisk flour, cocoa powder, baking powder, and salt together.
Beat softened butter and granulated sugar for 2–3 minutes until creamy.
Add eggs one at a time, mixing after each addition.
Mix in vanilla and white vinegar.
Add enough red gel food coloring to create a rich red dough.
Gradually mix the dry ingredients into the wet ingredients just until combined.
Cover and refrigerate the dough for at least 2 hours.
Preheat oven to 350°F (175°C) and line baking sheets with parchment.
Place powdered sugar in a shallow bowl.
Scoop approximately 1½ tablespoons dough per cookie and gently form into balls.
Roll every dough ball generously in powdered sugar until completely coated.
Arrange about 2 inches apart on prepared baking sheets.
Bake for 10–12 minutes, until cracked and set around the edges but still soft in the centers.
Cool on the baking sheets for 5 minutes.
Transfer to a wire rack and cool completely.
