- Thaw the hash browns completely and remove obvious excess moisture.
- Cook the breakfast sausage in a skillet over medium heat, breaking it into small crumbles.
- Drain excess sausage grease.
- Sauté the onion and red and green peppers in approximately 1 teaspoon of the sausage drippings for 3–4 minutes.
- Add garlic and cook for 30 seconds. Remove from heat.
- Grease a 6-quart slow cooker thoroughly with butter.
- Toss the hash browns with smoked paprika, garlic powder, black pepper, and approximately half the salt.
- Spread one-third of the potatoes over the bottom of the slow cooker.
- Top with one-third of the sausage and vegetable mixture.
- Sprinkle approximately ½ cup cheddar over the layer.
- Repeat the layering process, reserving approximately 1 cup cheese for the top.
- Whisk eggs, milk, and remaining salt until combined.
- Slowly pour the egg mixture evenly over the casserole.
- Sprinkle the remaining cheddar over the top.
- Cover and cook on LOW for approximately 4½–5½ hours, until the center is set and reaches 160°F (71°C).
- Turn off the slow cooker and remove the lid.
- Rest for 10 minutes before serving.
- Divide into approximately 8 portions and serve warm.
